The meeting was called to order by Vice-Chair Melanie Worley at 3:10 p.m. A quorum was present at 4:45 p.m.

Approval of Agenda

Postponed until a quorum present.

The group rearranged the agenda to accommodate the joint meeting with the Air Quality Control Commission.

Informational Items

Melanie Worley reminded Council that Jim Scherer is still in Iraq helping to set up their environmental ministry.

Executive Director

Ken Lloyd introduced Jackie Francis, who will be helping with the Repair Your Air Campaign, Clean Air Fleets program and Ozone outreach this summer.

AQCC Chairman Bob Brady convened the AQCC with a quorum of six.

Public Comment and Discussion

None.

Program Update

Steve McCannon gave the Council and Commission members an update of the status of the Repair Your Air Campaign. He explained that nine citizens have gone through the program so far. A copy of the program materials was included in the Council’s packet.

Sara O’Keefe reviewed the Clean Air Fleets program. She reminded Council of the Clean Diesel Conference scheduled for June 11 and 12. She indicated that all conference material, as well as other information on the program would be posted to the Clean Air Fleets web site at www.cleanairfleets.org.

Ozone Early Action Compact - Potential Strategies for Consideration

Ken Lloyd presented the work group’s recommended strategies for consideration to the Council and AQCC. He explained the document was written following EPA guidance /clarification provided on April 4, 2003.

The potential strategies for consideration include: high-emitter vehicle enforcement program; improve effectiveness of I/M program; Reid Vapor Pressure reduction program; early introduction on low-sulfur gasoline; BACT for point sources; oil and gas industry - flash emissions control; oil and gas industry - leak detection and control; currently planned, enforceable reductions at point sources; and expanded voluntary public awareness program.

The next steps include publishing the approved list of strategies by June 16 and performing more detailed analysis of potential strategies for consideration in fall 2003.

The Council and AQCC discussed the document that was prepared to meet the June 16, 2003 milestone. The discussion included if the AQCC had the authority needed to implement some of the strategies. There was extensive discussion on whether quantitative information should be included. It was suggested that the descriptions of the measures be included as modified and that general indications of contributions of source categories to the emission inventory be included. Specific information on emission reduction potential should be deleted at this time since the information is preliminary and potentially subject to significant change based upon more detailed analysis.

It was also suggested that a disclaimer be placed on the front page with language similar to that on page 3 of the document: "None of the strategies included in the initial list should be viewed as endorsed by any of the signatories to the Early Action Compact....."

The RAQC and AQCC reached consensus on the document. The changes will be made and emailed to RAQC and AQCC for review before being posted on the RAQC’s web site and mailed to signatories.

The AQCC adjourned.

CO Maintenance Plan

Ken Lloyd gave Council an overview of the changes to the CO maintenance plan. The changes include a full MOBILE6 modeling analysis, including EPA’s revised RSD Clean Screen utility; a "more rigorous assessment" for allocating excess emissions to motor vehicle emissions budget; and removal of the 2006-12 interim emissions budget since it is not required by EPA.

Theresa Donahue expressed her concern with using a 35-40% margin and indicated she would not vote for the changes.

Dennis Arfmann moved to approve the changes to the emissions budget as outlined. Seconded by Dave Sladek. The motion passed 5-1-1. Doug Lempke abstained.

Consideration of Audit of 2002 Financial Statements

Ken Lloyd reviewed the Audit of 2002 Financial Statements.

Dennis Arfmann moved to accept the audit. Seconded by Theresa Donahue. Motion passed without objection.

Approval of Minutes

Theresa Donahue moved to approve the minutes. Seconded by George Gerstle. Motion passed without objection.

There being no further business before the Council, the meeting was adjourned at 5:10 p.m.
