Andrew Spielman, J.D., is a partner in the environmental law department at the Denver office of the international law firm Hogan & Hartson, LLP.  He is the Chairman of the Regional Air Quality Council board and serves as a citizen member.  Prior to private practice, he has 10 years of experience in the public sector including environmental protection and public lands management.  Mr. Spielman served as a Presidential Management Fellow and then in several senior positions at the U.S. Environmental Protection Agency (EPA) in Washington, D.C. and Seattle, including Acting Associate Director of the Office of Sustainable Ecosystems and Communities in the EPA’s Policy Office and Special Assistant to the Regional Administrator of the agency’s Pacific Northwest region.  He also served in several Washington, D.C. staff positions including the Executive Office of the President, Office of Management and Budget and the U.S. Senate.  Mr. Spielman also serves as the President of the Board of the Colorado Coalition of Land Trusts and serves as a board member for the Colorado Fourteeners Initiative.  He received his juris doctorate from Georgetown University and his master’s (urban public policy) and bachelor’s degrees from the University of Pennsylvania.

Theresa Donahue, M.R.P., serves as a citizen member on the Regional Air Quality Council.  She has over 25 years of leadership, senior management, strategic planning and public policy research and implementation experience in the public, nonprofit and private sectors.  Ms. Donahue was the former the Executive Director of the Metro Denver Health and Wellness Commission, as well as the Manager of Environmental Health and a Cabinet officer for the City and County of Denver under Mayor Wellington Webb. Her leadership helped to create the Department of Environmental Health.  Prior to that she was Denver’s Deputy Chief of Staff where she oversaw multiple city agencies and personnel.  Ms. Donahue also volunteers with the Total Longterm Care Board of Directors, Denver Healthy People 2010 and the American Lung Association’s Southwest Region Advocacy Committee.  She holds a master’s degree in regional planning from the University of North Carolina at Chapel Hill and a bachelor of science degree in environmental policy from  Duke University

Russell George, J.D.,  is the Executive Director of the Colorado Department of Transportation (CDOT.)  Mr. George serves on the Regional Air Quality Council as a representative for CDOT.  In his position, he is charged with leading the department in planning for, and addressing, Colorado’s transportation needs.  Prior to his appointment, he served as Executive Director for the Colorado Department of Natural Resources (DNR).  At DNR, he oversaw the operations of nine agencies, including the Division of Wildlife, the Colorado Oil and Gas Conservation Commission and State Parks, among others.  Mr. George also spent four years serving as the Director of the Colorado Division of Wildlife where he managed and supported a wide range of wildlife programs.  He was also a member of the Colorado House of Representatives from 1992 to 2000 and served as Speaker of the House in 1999.  The Associated Press’ capitol reporter named him Legislator of the Year in 1994 and 1996 during his time in the legislature.  Mr. George holds a juris doctorate from Harvard University Law School and a bachelor’s degree from Colorado State University

Mark Johnson , M.D., is the Executive Director of the Jefferson County Department of Health and Environment, a position he has held for over 15 years.  He serves as a local government representative on the Regional Air Quality Council.  Dr. Johnson has over 20 years of experience in the public sector with expertise in environmental health, public health and preventive medicine.  Dr. Johnson is an Associate Clinical Professor at the University of Colorado School of Medicine.  He also served as a Lt. Colonel in the U.S. Army Reserves Medical Corps.  He is involved in numerous professional, public and community organizations, including the Colorado Emergency Preparedness and Response Advisory Board and Centura Health’s Board of Trustees.  He earned his medical degree from Loma Linda University School of Medicine, a master's degree in public health from Johns Hopkins University School of Hygiene and Public Health and a bachelor's degree from Pacific Union College.  He is board certified by the American Board of Preventive Medicine.

The Honorable Ben Manvel, Ph.D.,  is the North Front Range local government representative for the Regional Air Quality Council. In addition to this role, Dr. Manvel serves on the Larimer County Open Lands Advisory Board, the Cache la Poudre National Heritage Area Board, and the Special Response Committee of United Way.  He received his Ph.D. from the University of Michigan in 1970 and taught mathematics at Colorado State University until his retirement in 2004.

Jim Martin, J.D., is the Executive Director of the Colorado Department of Public Health and Environment (CDPHE).  Mr. Martin serves on the Regional Air Quality Council as a representative of CDPHE, where he manages a staff of 1,187 and a budget of $459 million.  He oversees numerous departments that address public health such as nutrition services and disease prevention as well as the environmental programs which include the air and water quality protection and improvement divisions.  Mr. Martin has extensive experience in the area of air quality, as he served on the Colorado Air Quality Control Commission for nearly four years and previously served as a board member for the RAQC.  Prior to joining CDPHE, he was the executive director of Western Resource Advocates where he focused on environmental law and policy.  He also worked as Senior Attorney and Director of the energy program for Environmental Defense.  Mr. Martin received his juris doctorate from Northwestern School of Law at Lewis and Clark College and his bachelor’s degree in biology from KnoxCollege

Jana Milford, Ph.D., J.D. is an Associate Professor of Mechanical and Environmental Engineering at the University of Colorado at Boulder.  Dr. Milford serves as a citizen member on the Regional Air Quality Council.  She is a past member of the Air Quality Control Commission and has experience in air quality engineering and policy.  Dr. Milford’s research interests include mathematical modeling and design of control strategies for photochemical air pollution, air pollution exposure assessment and source apportionment and environmental law and policy analysis.  She formerly worked part time as a senior scientist and staff attorney for Environmental Defense and continues to do consulting and volunteer work for Environmental Defense and other public interest organizations.  In addition, Dr. Milford is a member of the Environmental Protection Agency’s Science Advisory Board.  She received her doctorate degree in engineering and public policy from Carnegie Mellon University and holds a juris doctorate from University of Colorado’s School of Law, a master’s degree in civil engineering from Carnegie Mellon University and a bachelor’s degree in engineering science from Iowa State University.

Nathan Rabinovitch, M.D.,  is an Associate Professor of Allergy and Immunology in the Department of Pediatrics at National Jewish Medical and Research Center.  Dr. Rabinovitch serves as a citizen member on the Regional Air Quality Council.  His research focuses on the role of environmental triggers in asthma, specifically the effects of ambient air pollution, environmental tobacco smoke and bioaerosols on asthma severity in children with moderate to severe disease.  He is a member of the American Academy of Allergy Asthma and Immunology, where he sits on the Air Pollution Committee, and the American College of Allergy and Immunology.  In addition, he is a member of the Scientific Advisory Panel for the National Urban Air Toxics Research Center in Houston.  Dr. Rabinovitch holds a medical degree from McGill University of Medicine in Montreal and a bachelor’s degree in arts, biology and political science from Yeshiva University in New York.

Joan Ringel, M.P.A.,  is a writer and serves as a  citizen member on the Regional Air Quality Council..  This is Ms. Ringel’s second tour at the RAQC; she served as a Board Member from 1996-99 and previously was involved with the Corporate Alliance for Better Air.  She has extensive experience in the areas of public policy and strategy, management, lobbying, research, grant writing, public relations and organizational development.  For over 13 years, Ms. Ringel was a partner at Ringel, Boyle & Weist Policy Strategists, Inc. and its predecessor.  She previously served as the Senior Vice President of Public Affairs for the Colorado Association of Commerce and Industry.  Ms. Ringel also served as Assistant to the Executive Director of the Colorado Commission on Higher Education.  She currently is a member of the Second Judicial District’s Performance Commission.  She holds a master’s degree in public administration from the University of Colorado at Denver and a bachelor’s degree in English literature from the University of Michigan at Ann Arbor.

Nancy Severson, J.D., is the Manager of the Denver Department of Environmental Health.  She serves as a local government representative on the Regional Air Quality Council.  In her role at the City and County of Denver, Ms. Severson is responsible for a broad range of public and environmental health services for Denver residents ranging from disease prevention to emergency preparedness to environmental issues.  Prior to joining City and County of Denver, Ms. Severson worked as a consultant for healthcare providers and employer-sponsored health purchasing organizations.  She also served as the Vice President and General Counsel for Lutheran Medical Center.  Ms. Severson is involved in numerous professional and community activities and groups including the steering committee for Mayor Hickenlooper’s Greenprint Denver initiative and the Public Health Directors of Colorado.  Ms. Severson received her juris doctorate and bachelor’s degree from the University of Denver.  More recently, she received her master’s degree in business administration from the University of Colorado at Denver.

The Honorable Melanie Worley  is a county commissioner from Douglas County.  Commissioner Worley serves as a local government representative on the Regional Air Quality Council.  She also is a member of Denver Regional Council of Governments’ Board of Directors where she most recently served as Chair for the Ad Hoc Committee on Transportation Finance.  In addition, she is a member of the Governor’s Blue Ribbon Transportation Finance Committee.  Commissioner Worley was appointed to the U.S. Environmental Protections Agency’s Local Government Advisory Committee, designed to develop a stronger partnership with local governments through the ability to build state and local capacity to deliver environmental services and programs.  In her spare time, Commissioner Worley is involved in volunteer activities with Arapahoe Douglas Mental Health, Development Pathways and Metro Mayors and Commissioners Youth Awards.
